Inventory of services and identified gaps
Existing evidence-based programs and practices are inventoried. Gaps in services are identified, including those that are not available or do not meet capacity needs at each decision point. Inefficient processes are also identified for improvement to expand access to appropriate services by reducing any bottlenecks.

Salt Lake County, UT Salt Lake County Behavioral Health Services
- In 2006, Salt Lake County Behavioral Health Services used Sequential Intercept Mapping to identify resources and implement systemic improvements for the county population with criminal justice involvement.
- In 2014, the Criminal Justice Advisory Council (CJAC) received assistance to further analyze the available services and needs for the criminal justice population.
